UTILITARIAN PARADIGM FOR EVALUATING THE EFFECTIVENESS OF AN UNMANNED GROUND SYSTEM IN TACTICAL LOGISTICS OPERATIONS

Abstract

The methodological basis for the task of evaluating the effectiveness of mobile structures of unmanned ground systems (UGS) in transport and logistics operations (TLO) of the tactical supply chain is the utilitarian paradigm. The subject area of the latter is formed by the technical (mobile structures) and anthropogenic (UGS operators) elements of the logistics management ergosystem, which continuously interact with the operating environment. Interaction is presented as a process of adapting them to scenario conditions. The latter implement the target functions of the TLO and form the basis for the scenario space. The «scenario» problem acquires actual importance.
In reference to a single hypothesis of external factors and the strategy of the UGS functioning, exogenous and agreed scenario parameters are set, and classes of scenarios are selected.
In consideration of the particularities of the class of synergistic scenarios, the article examines the criteria for the efficiency of the logistics chain, its gradation levels, and the distribution of the management function between them. It is proposed that the model of the tactical logistics chain should be represented by a decomposition of supply chains of lesser length and complexity, and that the ratio of any of them should be optimized to increase the efficiency of the TLO as a whole. The synergistic scenario of achieving a systemic effect through the use of homogeneous and heterogeneous groups of UGSs are considered. With regard to the attributable sources of risk and its causality, the authors identifies probable groups of risks of inefficient use of UGS, which are classified in the categories of utility as internal, external and complex risks. It was decided to evaluate the potential effectiveness of the TLO as a tuple of m elements, each of which is an element of a finite linear ordered set of minimal risks: technical, functional, professional and scenario losses and costs.
